How to add runtime library?

I need to add an include file to the ccs directory so that it can read definitions from another program. The file i need to add is located:

C:\Program Files\INFORM\fuzzyTECH 5.5\Runtime\C\Include



Here is what the manual says, not to sure how to do this:

The command line compiler is invoked with the following command:
CCSC options cfilename

Examples:
CCSC +FM C:\PICSTUFF\TEST.C
CCSC +FM +P +T TEST.C
