Hello every ~ My 24FJ256GB106 can't work at internal Oscillator

I want to use UART、SPI and USB function.

USB function using the internal USB PLL.

So I select "Fast RC Oscillator with PLL module and the Oscillator input divided by 2 (8Mhz) <--- internal Oscillator at 8Mhz.

Please everyone check my FUSE .h file ~ Thanks !

The dataheet clarifies:

While the FRCPLL Oscillator mode is available in
these devices, it should never be used for USB
applications. FRCPLL mode is still available when
the application is not using the USB module.
