Has anyone ported the CCS graphics to use the SSD1926?

That is the correct board but different display.

Powertip doesn't have any real datasheet available on their website.
They only have a one-page datasheet with the pinout.

Microchip has a 2 page datasheet with the pinout:

Microchip has a Graphics Library, but it's a 57 MB download and
I'm sure it is designed for the C18 compiler or C30, etc.

There doesn't appear to be any simple low-level code just to get
you started. Maybe it exists somewhere on the Microchip website,
but I don't want to spend any more time looking.
