XON/XOFF: Who controls the flow?

I would like to use XON/XOFF flow control in a serial linked PIC 2 PIC and a PIC 2 PC configuration.

Who does the flow control on the PIC side?

For those PIC's with a built in USART, (I am using the PIC18F1330 - PIC18F8722) is it integral to the hardware/firmware or do I have to handle it myself?

I can't find specific mention to it in the literature. Any help would be appreciated.

You control it (as the programmer). See this CCS file for an example:
