It should be in your: \Program Files\PICC\Devices directory. If you don't have it, then contact CCS and they can send it to you.

Also, if you have the CCS demo, it only supports the 5 PICs that are
listed on the demo webpage. It does not support the 16F690.

If you have the free PCB compiler that comes with MPLAB, it also does
not support the 16F690. The 16F690 requires the PCM compiler.
