Program EEPROM via programmer, without changing code

Is it possible to write to just the EEPROM with a chip program, without overwriting the program space?
We need to 'tweak' some calibration values stored in EEPROM. It would be ok if we had to write over the whole eeprom.
The chip is code protected and data protected. But doesn't that just keep you from being able to read the chip? Or does it enable some requirement to reprogram the whole chip?

The EEPROM can be read out, if CPD fuse isn't set. Otherwise, you can't read or rewrite it without erasing the chip completely.
