I've emailed this question to CCS Support but I'm waiting for their response, so I posting it here to see if any of you guy already did something like this.
How do I connect the CCS ICD U40 to my hardware if I’m developing a low voltage PIC (PIC18F45K20)? The I/O voltage on my board will be at 1.8V. Will the ICD work if pin 5 of the ICD is at 1.8V along with pin 2 (ICSP Clock) and 3 (ICSP Data)?

Acorcing to the respective user manuals, this Microchip programming/debugging hardware can be used with 1.8V devices: PICkit 3 (min. 1.8V), ICD 3 (min 2.0V) and REAL ICE (min 1.65V). I would be very surprized, if ICD-U40 can.
