It seems to me that the #INT_TBE can't work; the emulator tells me that the flags necessary for this are not set (the INT_RDA is fine).
Has anyone used the transmit interrupt with async serial on 18F8xx parts? Or is there an example somewhere?
Maybe I just missed something...

Test it with a real PIC, to help decide if it's a bug
in the emulator, or in the PIC or the compiler.

Errata for the emulator says there is a bug with the i2c BF
flag bit. So, there could be other bugs.
