Code protection doesn't work

Hi!

I'd like to protect my programmcode on a PIC18F4525.
Therefore my fuses look like this:
Code:
#fuses HS, PROTECT, NOWDT, NOLVP


The PIC is programmed with MPLAB and ICD2.

I thought if the code is protected I can't read the code. But I can still read the program-memory with MPLAB.

How can I really protect my code?

To protect code, #device ICD=true is not allowed.
