what is the difference between this 2 statements???

what does " ! " means??

I'm still new with CCS and its help content did not give any information on this!

The ! is a standard NOT symbol in most languages. You need to get a standard C primer and start reading. It is also shown on page 32 of the current manual. !PIN_B1 means if NOT PIN_B1 which is testing or a 0, FALSE or LOW condition rather than a HIGH.
