Hi-
Does anyone know what the suffixes I/P, E/P, I/L mean when attached to the end of a PIC model#? Example: PIC18F452-I/P

Also- I have a PICLF452 that does not want to program with my ICD2. Does the L mean low voltage?

Where can I find this kind of information in the future?

"L" means it supports low-voltage operation. It is cold a wide voltage range chip.
"I" or "E" is the supported temperature : I = Industrial (-40/+85 °C) : E = Extended (-40/+125 °C)
"P" or "L" is the package : P = PDIP : L =PLCC

Notice that you could have found all this information in the datasheet of the chip. For example at the page 329 of the datasheet titled PIC18FXX2.
