Is anyone know if it is possible to program a pic controller without use the tool of the microchip (picdem 2).??

Are you asking if you can use other programmers? If so, yes you can. There are many programmers out there, some that you can build yourself.
I use a K149 from http://www.kitsrus.com/pic.html. Nice and simple.
Type "PIC Programmers" into google, and see what you get.

If you are looking for a cheap In Circuit programmer then have a look at the Microchip PicKit 2. I just bought one for €27. It is an official Microchip product, ready build and supported by MPLAB. It even supports some debugging.
Only drawbacks as fas as I can see now:
- Your chip must support In Circuit Serial Programming (ICSP), most chips do except for most low pin count chips and the very old models.
- Not all chips are supported but this improves with every MPLAB release
