Problems downloading code onto PIC

I'm trying to Program my PIC18F4520 using the MPLAB ICD 2 and when I try to download the program onto on my PIC, I get this error:

ICD0161: Verify failed (MemType = Program, Address = 0x0, Expected Val = 0xEF4B, Val Read = 0x0)
ICD0275: Programming failed.

Does anybody know what this might mean or how to fix it?
