That is not an easy project. Forget about doing anything with color. Study the format of your video signal (it varies depending on where in the world you live) and choose a PIC crystal that will make the timing easier. Then try something simple like a black & white striped screen, first horizontal, then vertical. You might be able to do a "PONG" game but not much more. You will learn a lot about video and PICs.
