There have been several projects building a project like yours using a PIC processor, but for me I would go for another processor. The PIC processors are great for embedded control jobs where current consumption and/or costs are important factors. For memory intensive applications like web- and FTP-servers they are a nightmare.

Please take a look at the ARM or MIPS processors, these have lots more memory and are better suited for the job.

If it is a hobby project I would even skip designing the hardware myself, there are cheap devices ready made that can be bought for less than I can buy the parts myself. Many of the cheap ethernet routers are running Linux and people have found ways to upload their own software.
Search the internet for projects using ethernet routers like the Sweex LB000021 / Conceptronic C100BRS4H / Edimax 6104K. An 175MHz ADM5120 CPU from the MIPS platform, 16Mb RAM, 2Mbyte Flash. These go for around EUR 25 - 30. An USB 1.1 port can be added to the print as an option.
The Edimax 6104KP is equal but has the USB port already mounted, EUR 35.

For higher performance have a look at the Linksys NSLU2, this is a Netwerk Storage Link (NAS) running Linux on a 266MHz Intel xScale (ARM platform) processor, with 64Mb RAM, 16Mbyte FLASH, ethernet and 2 USB 2.0 ports for connecting memory sticks or hard disks. Price range EUR 80 to 100.
