Can +-150mv ripple at 5 volts cause a pic behave erratically.

It depends on what your Brownout is set to. It's possible that you have a very fast spike, that you might not be seeing, that is causing the problem. Get it cleaned up as much as possible. A noisy power supply is not an electronic circuit's best friend. If Brownout is not enabled then the ripple should not affect it that much. Most PIC's should be able to operate properly at 4.2v. There's several things that could cause erratic behavior, specifically the code. Cool
