So, I will be using 4x PLL on a 10 MHz crystal to get 40MHz. The question is: does the new project wizard take this x4 factor into account or am I supposed to type "40,000,000" into the frequency box instead?

(the PLL DOES come before all the peripherals)

I don't use the wizard, so I have no idea.

But I know PLL comes before the periphs

YES the wizzard will work. 10mHz never comes up. You tell it your final freq. that being 40mHz. and that you want fuse
high speed osc with HW 4xPLL
all on first screen.
