Need software help for unique bevel cutter

We have developed a unique cutting machine that can cut a slice of material at an angle. The x-y axis are controlled via a gantry type set up. The unique cutting head can turn 360 degree and the cutting tool can slope down to about 65degrees (and it is always centered along the x-y coordinates.) Conventional tool pathing software does not path that kind of motion. We are planning to import an STL file into our software. Any suggestions how best to achieve this geared motion?
