ICDU40 -- Power Surge on Hub Port

I was trying to program a PIC, when all of a sudden I think I shorted the transformer base to the bottom of some traces on my pcb, causing a spark, fuse blow, and a little smoke.

I replaced the fuse, and the electronics works fine. But now my ICDU40 is causing a "Hub power surge" on my laptop's USB port everytime i plug it in.

My concern is: Are our laptop USB ports protected? I can read USB drives fine with the same usb port, so it seems to work fine. Embarassed
