How to make this on 16F84a chip ?
How is this working ... some explanation would be usefull.

Tie MCLR- to Vcc through 10K to 47K resistor is simplest.

Other options include adding small capacitor and diode to reduce the risetime on the MCLR- pin and thus stretch the reset pulse.

Or you can look at getting external reset supervisor chips. Microchip and lots of other manufacturers make them, each with different thesholds, sensitivity and feature sets.
