How can I setup setup timer2 to interrupt every milisecond

You need to tell us a little about your chip and clock speed you are running at. But Setup_timer_2(), enable_interrupts(), and the #INT should be what you need. CCS has plenty of example caod as well as examples in their manual that explains how to use these functions and directive.
