Debugger error

I get the following message when trying to use the ICD-S40 with the develpment kit boards. When I press the debugger button, the file looks like it goes to the target, then the debugger says "Busy" then I get the message. There is nothing else connected to these boards other than the ICD and power. I get the same message from both my 16F877A and 18F452 develpment boards.

"Could not start target: The target was not halted after reset. Check the target oscillator and MCLR"

P.S. 3.185 plus when I close the debugger, I get "List index out of bounds(0)"

I also got the same error. And i tried on many OS and different PCs. Finally there is one PC with XP can run properly. Besides the OS, actually all the software environment of these PCs are more or less the same, i mean the the compiler version, icd version even the installation sequence. But, really no idea.

I don't know if you read my posts to myself, but I'm convinced that this message can be caused by the oscillator not starting quickly enough. Ljbeng's own reply would appear to bear this out.
