That's the Java Virtual Machine.

The older MPLAB 8.92, installed it for you. MPLAB-X doesn't. CCS support for the ICD3, requires you to have MPLAB installed (it adds the drivers needed for the ICD3). Pull a copy of MPLAB 8.92, install this and add the MPLAB interface module to this, and the ICD3 then works.

You have to remember that the ICD3 is a MicroChip product, so CCS are dependant on you having the MicroChip drivers installed....
